Assist Engineering Manager in design and evaluation of tender proposal and/or project design.

Assisting with the design of structures, using specialised software or calculations

Project Manager Responsibilities and accountabilities towards HSE
The head of the line management is the PM. He is the leader to the Project Management Team and is supported by the Project HSE Representative for HSE matters. All staff with management responsibilities shall demonstrate their commitment to the continual improvement of the HSE performance.

Accountability:

The ultimate responsibility and accountability for occupational health and safety on the project rests with the Project Manager.

Objectives:

His objective is to organise, manage, monitor and control the project organisation, execution and budget in order to undertake the scope of work and achieve standards of quality, schedule and costs as laid down in the Contract in the interests of NMDC with relation to the Contract.

Accountabilities towards HSE

The PM is responsible for all project activities, including HSE. He will be the main interface with CLIENT for all matters.

The Project Manager implements the policy by:

Setting an example for his colleagues by his own behavior and approach regarding HSE matters

Ensuring the availability of an effective OHSMS [Occupational Health and Safety Management System]  and the implementation of this System

Asking the HSE Management (on corporate as well as on project level) for advice;

Ensuring that risks and impacts are properly communicated to all supervisors and workers, and that work is carried out safely on a daily basis;

Verifying whether the different tasks are performed by qualified and competent personnel;

Making sure that the project activities comply with HSE regulations and requirements;

Carrying out inspections, reporting of nonconformities and ensuring that these are followed up;

Ensuring that all employees understand the HSE regulations;

Applying the same instructions to suppliers/Sub-contractors;

Ensuring that accidents, near-misses and hazardous situations are investigated and corrective actions are taken;

Participating in Internal and External Audits;

Ensuring that appropriate technical and financial resources are made available to support the OHSMS;

Proposing measures to prevent risks for personnel.

Responsibilities towards emergency response are defined in the Emergency Response Plan.

Authorities Project Manager:

Delegate tasks in the Project organization.

Approve: project documents, project organization charts, vendor documents, job descriptions, construction program, project budgets, project audit reports, training, Nonconformity disposition, material requisitions, engineering requisitions, suppliers, project recruitment, expenditure, progress claims, variation notices.

Sign: Subcontracts, correspondence with CLIENT, correspondence to Sub-contractors, monthly reports, purchase orders and approve invoices.

Approve documents and drawings.

Approve recruitment and termination of Contract and wages of personnel.

Stop construction activity and close out OFI's.

Represent NMDC and the PMT in all meetings and matters retaining to the Contract with respect to the CLIENT and any third party.

Specific tasks concerning HSE:

To carry out HSE - Inspections (monthly)

Organizing toolbox - meetings or delegating them to superintendents and foreman / supervisors(monthly)

Commitment of PM towards the Occupational Health and Safety Management System:

Demonstrating leadership and accountability towards safety by actively taking part in HSE meetings (e.g. inspections and audits; Incident Investigations;  development of Safe Work Practices; Job Hazard Analysis; Risk & Impact Assessments).

Ensure the availability of the Policy and its communication to all persons working on the project site.

Ensure the availability of resources to set up, implement, maintain and improve the EMS and OHSMS.

Designate a person of the PMT as Project HSE Representative who has the defined responsibility and authority for implementing the EMS and OHSMS.

Demonstrate his commitment towards continual improvement of the EMS and OHSMS performance and towards prevention of pollution.

Take part in the review of the EMS and OHSMS to ensure their continuing suitability, adequacy and effectiveness. This review shall be done by means of a Management Review Meeting and/or during other relevant meetings.

Commitment of PM towards the Quality Management System:

The PM shall be committed to the development and implementation of the QMS and continually improving its effectiveness by:

Communicating within the project organization the importance of meeting CLIENT Requirements as well as stuatory and regulatory Requirements.

Ensuring the availability and review of the Policy and its communication to all persons working on the project site.

Ensuring the establishment and review of quality objectives.

Ensuring the availability of resources to set up, implement and maintain (e.g. after changes) the QMS in order to meet the requirements.

Designation a person of the PMT as project Quality Representative who (a) has the defined responsibility and authority for implementing and maintaining the QMS; (b) reports on the performance and need for improvement; and (c) promotes awareness of CLIENT’s requirements within the project.

Ensuring that CLIENT’s requirements are determined and met with the aim of enhancing customer’s satisfaction.

Ensuring that responsibilities and authorities are defined and communicated within the project.

Ensuring that appropriate communication processes are established within the project and that communication takes place regarding the effectiveness of the QMS.

Take part in the review of the QMS to ensure its continuing suitability, adequacy and effectiveness. This review, which includes assessing opportunities for improvement and the need for changes to the QMS, Policy

Educational Qualifications & Certifications:

Master or Civil Engineer in Construction, Mechanical, Marine Engineering

Job Description:

Oversees and manages the day-to-day site sandfill activities of the the assigned project; develops new trends, procedures, and systems which ensure productive and efficient office operation.

Supervise on positioning / relocation of sinker and floating lines for vessel/barge.

Monitoring of floating pipe line and reporting if needs rectification and commence activity.

Coordinate with dreger and dredge superintendent requirement on dredging areas activities.

Responsible for:

In general:

Organizing and supervising the execution of the dredging works for which he is responsible according to the preset planning, budgeting and the applied methods, also observing the standards as to quality, safety and environmental care and with as little risk as possible to persons and equipment.

Specially:

Is responsible for the execution of the dredging works. He organizes the work, so that the work is carried out to the required standards of safety and quality with a minimum of risk to persons and equipment.

Is responsible for the most cost-effective method of execution and monitors daily the actualversus estimated output.

Supervises the SDM on all operational planning and execution of dredging works and seeks together with SDM, Technical Superintendent and Production Department for the most productive way of dredging, i.e. the right choice of cutter, suction heads, impellers, number of pumps, choice of dredging cycle, etc.

Reporting of defects to vessels or their auxiliary equipment to the Technical Department, the Project Manager and the Head office

Daily reporting to and consultation with the Project-Works -Manager, the Project Team on the operational activities, more in particular on the progress of the works for which he is responsible.

Responsibilities:

Ensure optimal and safe performance of all vessels (Dredger & Booster) by operating and maintaining the engine room in the most effective and efficient way.

Execute the implementation of the maintenance schedule and spare parts requirements in accordance with plan and technical specifications for all vessels.

Work and act according to the defined policies and procedures of Technical Department.

Provide accurate reports to the Superintendent on work done/performance, issues and preventive maintenance requirements.

Ensure and provide guidance in the execution of basic and instant repairments onboard.

Liase with (Sr.) Dredge Master on regarding any failure or maintenance requirements which may affect the performance of the dredger.

Record, evaluate and document technical data of the engines.

Responsible for timely ordering technical aspects and spare parts.

Provide leadership and guidance towards technical staff on vessels and support crafts.

Efficiently and constructively cooperate with technical staff, (Sr.) Dredge Masters and Operational Crew.

Provide the Superintendent with input on development needs and performance of subordinates as part of the performance evaluation process.

Control and monitor Dredger/ Booster KPIs.

Responsibilities:

Perform engine room operational and maintenance activities-mechanical overhaul, repair work, Tug equipment, outboard motors, under the supervison of the Beaver Supervisor/Chief Engineer.

Work and act according to the defined policies and procedures of company / Technical Department.

Provide a high degree of technical knowledge and expertise for all repairs aspects of the Tug /Vessels/Dredgers.

Identify spare parts and order spare parts from the parts manual required for carrying out the job entrusted.

Establish and maintains a preventive maintenance program for marine engines and other equipments and related marine research equipment.

Report to Chief Engineer on work done and issues.

Able to work with minimum supervison.

Able to submit the report in respect of the work done.

Execute basic and instant repair on-board under supervison of the Beaver /Chief Engineer.

Comply with the HSE requirements in the engine room/workshop.

Ensure that the HSE requirements are observed in the execution of all mechanical activities. Provide guidelines to Junior Staff on QA/QC and HSE reports/ recommendations.

1. Primary Duties and Responsibilities

1.1 Financial

a) Act as financial focal point for assigned project, forging close working relationship with Project Manager.
b) Compile monthly and quarterly management reports of project specific financials in the specified format.
c) Prepare monthly rolling forecasts with variance analysis against actuals.
d) Manage cost control process including closely monitoring all costs incurred against work budget and ensuring data integrity between Oracle ERP and project reporting.
e) Provide Project Manager with ad-hoc project-related financial analysis to assist decision making and add support for claims/variations.

1.2 Special Additional Duties
